Missouri Lawmakers Pass Budget Boosting Funding for Education and Infrastructure
Missouri lawmakers have passed a significant budget for the fiscal year starting July 1, totaling approximately $51 billion. This budget aims to increase funding for education and infrastructure across the state, reflecting a commitment to enhance public services and facilities.
Education and Infrastructure Investment
The newly approved budget includes an additional $120 million in baseline funding for public K-12 education. Moreover, it allocates $33 million to help schools raise the minimum teacher salary to $40,000 annually. Higher education institutions will benefit from a 3% increase in core funding, ensuring continued support for academic programs and operations.
Infrastructure Improvements
Building on a previously approved plan to widen Interstate 70, lawmakers have earmarked around $727 million to expand Interstate 44. This expansion includes widening the highway to six lanes near Springfield, Joplin, and Rolla, which is expected to significantly improve transportation infrastructure and reduce congestion.
Local Projects and Community Enhancements
The budget also directs funds to various local projects. These include improvements to the Springfield Cardinals minor league baseball stadium and development near the newly built soccer stadium for the Kansas City Current. Additionally, $17.5 million is allocated for planning and logistics for the 2026 World Cup, with some games scheduled to be played in Kansas City.
Healthcare and Public Services
The state’s Medicaid program will receive about $17.2 billion, reflecting a reduction of nearly $2 billion based on anticipated post-pandemic eligibility reviews. The budget includes a 3.2% pay raise for state employees, with larger increases for workers in 24-hour facilities such as prisons, mental health centers, and veterans’ homes. It also raises state payment rates for some healthcare providers, including nursing homes and services for people with developmental disabilities.
Legislative Process and Challenges
The budget’s passage followed intense and sometimes divisive debates among majority-party Republicans. Despite the disagreements, Senate Appropriations Committee Chairman Lincoln Hough described the final product as a “fiscally responsible, conservative and prioritized budget.” However, Democrats criticized the process as unusually secretive and argued that more should have been spent on schools and public services, given the state’s budget surplus.
Future Outlook
The budget now awaits the approval of Republican Governor Mike Parson, who has the authority to cut but not add to the proposed expenditures. Governor Parson has cautioned that underfunding could delay payments on inevitable bills, emphasizing the importance of a balanced and adequately funded budget.
